Traffic Impact Assessment (TIA)

Traffic Impact Assessment (TIA) is to assess the impacts of a development on the transport network and identify reasonable solutions to address these impacts. Local Councils or Roads Authorities will ask for a Traffic Impact Assessment Report for most Development Applications where there is a need to assess the impact of the development on the surrounding road network.

Different states call the report by slightly different names, for example in VIC and NSW it is known as a Traffic Impact Assessment (TIA) whereas in WA it is called a Traffic Impact Statement (TIS) however all of the same information is required by each state.

With few exceptions, all developments result in changes to vehicle and/or pedestrian movements. If a development abuts an arterial road, these movements can disrupt through traffic resulting in reduced levels of safety and efficiency.

A Traffic Impact Assessment (TIA) summarises the expected outcomes and identifies works or changes needed to handle the movement effects of development and may be a comprehensive study of traffic impacts of a significant development or a short statement of effect for a small proposal.

Scope of Work – Traffic Impact Assessment (TIA) 

  • Review the proposed development, architectural plans, and relevant planning documentation.
  • Review the applicable planning controls, Australian Standards, Austroads Guides, and relevant Council policies and requirements.
  • Assess the existing road network characteristics, including road hierarchy, lane configuration, speed environment, and traffic control devices.
  • Estimate the traffic generation associated with the proposed development using appropriate industry guidelines and available survey data.
  • Distribute and assign forecast traffic to the surrounding road network.
  • Assess the operational performance of the existing and future road network, including nearby intersections where required.
  • Evaluate the adequacy of the proposed site access arrangements, including ingress, egress, sight distance, and internal circulation.
  • Assess vehicle swept paths for the relevant design vehicles, where required.
  • Review on-site parking provision, loading facilities, bicycle parking, and end-of-trip facilities against applicable standards.
  • Assess impacts on pedestrian and cyclist movements and identify any required improvements.
  • Identify potential traffic safety issues associated with the proposed development.
  • Recommend mitigation measures, road upgrades, traffic management treatments, or access modifications where necessary.
  • Prepare a comprehensive Traffic Impact Assessment Report.
