Construction Traffic Impact Assessment (CTIA) Report assess and identifies development impacts on transport networks providing reasonable solutions to address these impacts. Local Councils like City of Melbourne Council or Roads Authorities such as VicRoads will ask for a Traffic Management Plan for most Development Applications where there is a need to assess the impact of the development on the surrounding road network.

You must have a permit for short-term works (less than four weeks) where you’re occupying public space. This includes occupying public space for construction, connecting to stormwater, installing hoarding or operating a mobile crane from the road.

If you need long-term traffic management (four or more weeks) to facilitate your building activity, you’ll need to prepare a Construction Traffic Impact Assessment (CTIA) Report. This was formerly referred to as a Construction Traffic Management Plan.

The CTIA will be part of your Construction Management Plan (CMP) It must account for all demolition, excavation and construction work on your project. Your CTIA should assess existing traffic conditions and detail your plans to manage safety and amenity in the affected public space noting that the CTIA must be prepared by a suitably qualified transport consultant.

The Objectives of a CTIA are to:

  • Minimise potential health risks associated with construction to workers and members of the public;
  • Minimise potential adverse impacts on the environment;
  • Maximise the utilisation of construction materials; and
  • Maintain relevant reporting and record keeping.

The Report Provides an Approach That:

  • Advises how the project management team will comply with the requirements of the contract relating to construction;
  • Defines the project objectives and targets of particular relevance to each phase;
  • Describes constraints specific to each phase and the project in general;
  • Describes the process for the identification and control of risks specific to each phase; and
  • Details the proposed strategy for each phase, with particular regard to establishment resourcing, site organisation, demolition and construction controls.

Management Controls:

Potential risks associated with demolition and construction works will be discussed, and address the relevant management controls to be adopted.

In the course of preparing the CTIA, the subject site and its environs will be inspected, plans of the development examined, and all relevant council requirements and documentation collected and analysed.
